Chef Agness Pituscanu
Executive Chef
Born and raised in Europe, Agness grew up immersed in the flavors and traditions of her heritage, learning from a community where food was at the heart of every gathering. Her culinary journey took her to Chicago, New York City and Los Angeles, where she honed her skills in high-end kitchens and led teams to create innovative, world-class menus.
At Lock 11, in Dubuque, Chef Agness aims to bring the restaurant to a new level by celebrating locally sourced ingredients, highlighting the region’s flavors, and fostering a warm connection with the local community through every dish.
Chef Laura Gutierrez
Executive Sous Chef
Born and raised in Mexico, Chef Laura developed her passion for cooking from a young age evolving into a culinary pathway leading her to the best restaurants in Chicago and the Midwest. While Mexican cuisine remains her specialty, she has developed a key understanding of a wide range of culinary traditions, including American and other international cuisines.
Known for her creativity, adaptability, and culinary curiosity, she enjoys the challenge of learning new techniques and refining her culinary skills. As both a chef and a baker, Chef Laura brings creativity and technical expertise to each discipline.
Chef Miles Breed
Director
A proud native of the Dubuque tri-state area, Chef Miles Breed brings more than three decades of passion, leadership, and culinary expertise to his role overseeing all food and beverage operations at Q Casino & Resort. His journey in hospitality began in his hometown of Elizabeth, Illinois, where a love for food and community first took root.
Miles earned a Bachelor of Applied Science in Supervision and Leadership from Clarke University and an Associate in Occupational Studies from the Culinary Institute of America. Over the past 30+ years, his career has taken him through some of the most vibrant culinary destinations, including New York, Chicago, Madison, Galena, and Wisconsin Dells. Along the way, he has developed a diverse range of experience spanning luxury resorts, fine dining, fast-casual concepts, catering, and high-volume dining.
Miles has played a key role in shaping the vision, design, and menu development of the Lock 11 rooftop restaurant and bar. He takes great pride in creating memorable dining experiences and is thrilled to welcome the first guests to enjoy everything Lock 11 has to offer.
